This policy briefing is an introductory piece on climate finance. It outlines the principles of ‘historical responsibility’ and the key issues surrounding the transfer of funds from rich, high emitting countries to poorer ones. It also discusses various forms of climate finance (export credit, private investment, green climate fund etc) and outlines a best outcome for what is needed from the climate negotiations in Paris in 2015.
